Flora (Blizzard) Francis was born in Port of Spain, Trinidad and Tobago., where she received her primary and secondary education. She is qualified as an Associate of the Library Association (British), and worked at the Trinidad Public and Central Libraries before migrating to Canada in 1959.
She obtained her Bachelor of Arts degree from the Waterloo Lutheran University; her Bachelor of Library Science (B.L.S.) and Master of Liberty Science (M.L.S.) degrees from the University of Toronto. Her career as a Reference Librarian at Massey Library, Ontario Agricultural College, and the University of Guelph Library extended from 1959-1994.
She is the author of West Indians in Canada: A Selected Annotated Bibliography, University of Guelph Library Bibliographic Series, no. 1. 1970.
Flora is retired and lives in Guelph, Ontario.
